Russia’s Nuclear Protection Chief Killed in Electric Scooter Bomb Blast

Moscow, Russia – Lieutenant General Igor Kirillov, a senior Russian military official and chief of the Troops of Radiological, Chemical, and Biological Defense, was killed on Tuesday in a bomb blast outside an apartment building on Ryazansky Prospekt. The explosion, reportedly caused by a device concealed in an electric scooter, also claimed the life of Kirillov’s assistant.

Russia’s investigative committee confirmed the incident, describing it as a targeted attack. “Igor Kirillov, the head of the radiation, chemical, and biological protection forces of the Russian armed forces, and his assistant were killed,” the committee stated.

Bomb with Significant Explosive Power

The Russian news agency TASS reported that the explosive device had a power equivalent to 300 grams of TNT. Images circulating on Russian Telegram channels depicted a shattered apartment entrance, debris scattered across the site, and blood-stained snow where the bodies were found.

A source within Ukraine’s Security Service (SBU) claimed responsibility for the attack, describing Kirillov as a “legitimate target” due to his alleged involvement in chemical weapon use. Al Jazeera and Reuters quoted an SBU source affirming Ukraine’s role in the bombing.

Ukraine Silent on Official Stance

Despite claims by the SBU, Ukrainian officials have yet to issue an official statement regarding the incident. This marks another escalation in a string of attacks that Russia has accused Ukraine of orchestrating since its full-scale invasion of Ukraine began in February 2022.

Notable past incidents include the car bombing in August 2022 that killed Darya Dugina, daughter of Russian ultranationalist Alexander Dugin.

Russian Leadership Responds

Dmitry Medvedev, deputy head of Russia’s Security Council, condemned the attack, accusing Kyiv of attempting to divert attention from military setbacks. “Kyiv’s senior military-political leadership will face inevitable retribution,” he vowed.

Foreign Ministry spokesperson Maria Zakharova criticized Western nations for failing to condemn the assassination. “Where are the ‘civilized’ and ‘objective’ voices from abroad?” she questioned.

International Reactions

The United States denied involvement in the attack but commented on Kirillov’s controversial past. “He was a general who committed atrocities, including the use of chemical weapons against the Ukrainian military,” said State Department spokesperson Matthew Miller.

Kirillov had recently been charged in absentia by Ukrainian prosecutors for the alleged deployment of banned chemical weapons.

In October, the United Kingdom sanctioned Kirillov and his forces for reportedly using riot control agents and deploying toxic substances such as chloropicrin on the battlefield. The Organisation for the Prohibition of Chemical Weapons (OPCW) explicitly prohibits the use of chloropicrin, a choking agent widely used during World War I.

Lapses in Security

Residents of the apartment complex on Ryazansky Prospekt had long complained about inadequate surveillance in the area. Local sources told Al Jazeera that the absence of functional cameras allowed the attackers to plant the explosive undetected.

The incident highlights ongoing vulnerabilities in Russia’s internal security apparatus, even as the country faces increasing attacks attributed to Ukrainian operatives.

Kirillov led the Troops of Radiological, Chemical, and Biological Defense, a specialized force designed to operate under hazardous conditions involving radioactive, chemical, or biological contamination.
